Reopening of Designated Learning Institutions for International Students

A number of Designated Learning Institutions (DLIs) in Canada are reopening to international students. DLIs that have a COVID-19 readiness plan approved by their province or territory are able to accept foreign students who are currently outside Canada.

To ensure that you can travel to Canada as a foreign student after October 20, 2020, please follow these steps:

  1. Check the list of DLIs with approved COVID-19 readiness plans to ensure that your chosen institution is on the list.
  2. Make sure you have an eligible study permit or have been approved for one.
  3. Please note that these requirements apply to all foreign students, regardless of their country of origin.

DLIs are schools that are certified by provinces and regions to accept applications from foreign students. Before applying for a study permit, you must have an acceptance letter from a DLI; otherwise, your application will be denied.

Here’s how you can apply to a school, college, or university in Canada:

  1. Choose the institution where you want to study and follow their application process. Each school has its own rules for applying.
  2. It is recommended to apply at least six months in advance for primary or secondary school and at least twelve months in advance for a post-secondary program at a university or college.
  3. Contact the school for information on how to apply and to get details about the costs, tuition fees, health insurance, rent, and language tests.
  4. Complete the required forms for the school(s) of your choice according to their instructions.
  5. Once the school approves your admission, they will provide you with an acceptance letter, which is required for applying for a study permit and a visa.

Please note that the Government of Canada is not responsible for the medical costs of foreign students. Medical coverage may differ depending on your location, so it is best to contact the school you are applying to for more information about medical expenses.

A study permit is necessary for foreign nationals to study at DLIs in Canada. It is important to remember that a study permit is not a visa and does not guarantee entry into Canada. You may also need a visitor visa or an electronic travel authorization (eTA). If your study permit is approved, it will be issued along with your study permit.

The duration of your stay in Canada with a study permit is typically the length of the course you are applying for, plus an additional three months for preparation or applying for an extension.
